Advantage<\/h1>\n      <p class=\"pl-lead\">From 19 July 2026, large companies across the EU are prohibited from destroying unsold clothes, clothing accessories and footwear. The change makes preventing excess finished stock more important than ever.<\/p>\n    <\/div>\n  <\/header>\n\n  <div class=\"pl-layout\">\n    <main class=\"pl-content\">\n      <p>For decades, fashion and merchandise businesses have relied on a familiar model: forecast future demand, manufacture products in advance and store them until customers buy them. When those forecasts are wrong, brands are left with finished products that occupy warehouse space, tie up capital and often require heavy discounting.<\/p>\n\n      <p>A new European Union rule makes this problem harder to ignore. From <strong>19 July 2026<\/strong>, large companies across the EU are prohibited from destroying unsold clothing, clothing accessories and footwear. Medium-sized companies will become subject to the same prohibition from 2030.<\/p>\n\n      <div class=\"pl-summary\">\n        <strong>The regulation does not require companies to adopt print-on-demand.<\/strong>\n        <p>It does, however, strengthen the business case for production models that prevent unnecessary stock from being created in the first place.<\/p>\n      <\/div>\n\n      <section aria-labelledby=\"what-changed\">\n        <h2 id=\"what-changed\">What changed on 19 July 2026?<\/h2>\n        <p>The prohibition was introduced under the <strong>Ecodesign for Sustainable Products Regulation (ESPR)<\/strong>, the EU framework designed to make products more durable, repairable, recyclable and resource-efficient.<\/p>\n        <p>Under the new rules, affected companies must prioritise keeping unsold products in use. The European Commission identifies several possible routes:<\/p>\n        <ul>\n          <li>continuing to sell products, including through discounts or alternative markets;<\/li>\n          <li>donating usable products to charities or social enterprises;<\/li>\n          <li>preparing products for reuse through repair, refurbishment or remanufacturing;<\/li>\n          <li>and, where products genuinely cannot remain in use, following the waste hierarchy with priority given to recycling.<\/li>\n        <\/ul>\n        <p>Destruction is permitted only in specified circumstances. Examples include goods that are unsafe or damaged, counterfeit products or products that infringe intellectual property rights, and items rejected by charities or donation schemes. Companies relying on an exemption must be able to substantiate it with evidence.<\/p>\n        <p>National authorities are responsible for enforcement and may impose fines. Companies must keep relevant records for five years, while businesses using exemptions are expected to disclose information about discarded products.<\/p>\n      <\/section>\n\n      <section aria-labelledby=\"scale-problem\">\n        <h2 id=\"scale-problem\">How large is the unsold-textile problem?<\/h2>\n        <p>The European Commission cites European Environment Agency estimates indicating that <strong>4\u20139% of textile products<\/strong> placed on the European market are destroyed before they are ever used. This corresponds to approximately <strong>264,000\u2013594,000 tonnes<\/strong> of textiles each year.<\/p>\n        <p>These figures show why the regulation is not concerned only with waste treatment. Its wider objective is to encourage business models that keep products in use and reduce the creation of unnecessary surplus stock.<\/p>\n      <\/section>\n\n      <section aria-labelledby=\"inventory-risk\">\n        <h2 id=\"inventory-risk\">Why large finished-goods inventories are becoming riskier<\/h2>\n        <p>Traditional apparel production depends on forecasting which designs, colours and sizes customers will buy months in advance. Even strong historical data cannot remove the risk of changing trends, weak campaigns, seasonal fluctuations or unexpected differences between size and colour demand.<\/p>\n        <p>When forecasts miss the mark, the business is exposed in several ways:<\/p>\n\n        <div class=\"pl-risk-grid\">\n          <div class=\"pl-card\">\n            <span class=\"pl-card-number\">1<\/span>\n            <h3>Capital is tied up<\/h3>\n            <p>Money is invested before a customer has purchased the product. Unsold stock delays cash recovery and limits the funds available for marketing, product development or growth.<\/p>\n          <\/div>\n          <div class=\"pl-card\">\n            <span class=\"pl-card-number\">2<\/span>\n            <h3>Warehouse requirements increase<\/h3>\n            <p>Each finished design, size and colour combination must be stored, counted, picked and managed. Instead of decorating or manufacturing hundreds of finished products and then trying to sell them, the brand lists products first and routes them into production after an order is placed.<\/p>\n        <p>This means customer demand becomes the trigger for production. A design that attracts ten orders creates ten finished products\u2014not hundreds of units waiting for buyers in a warehouse.<\/p>\n\n        <div class=\"pl-quote\">Production follows real demand\u2014not speculative forecasts.<\/div>\n\n        <div class=\"pl-benefit-grid\">\n          <div class=\"pl-card\">\n            <h3>Less finished stock<\/h3>\n            <p>Brands do not need to hold every design in every size and colour as a finished, decorated product. Blank garments, fabrics or production materials may still be stocked by the manufacturer, but the highest-risk inventory\u2014the finished product carrying a specific design\u2014is created in response to demand.<\/p>\n          <\/div>\n          <div class=\"pl-card\">\n            <h3>A smaller warehouse footprint<\/h3>\n            <p>POD reduces the need for large storage areas dedicated to completed collections. This is especially valuable for businesses with wide catalogues, frequent drops, personalised products or many size and colour variants.<\/p>\n          <\/div>\n          <div class=\"pl-card\">\n            <h3>More designs can be tested<\/h3>\n            <p>A brand can introduce several concepts without committing to a large production run for each one. Real sales data\u2014not only forecasts\u2014can determine which designs should stay on demand and which have earned a larger-volume order.<\/p>\n          <\/div>\n          <div class=\"pl-card\">\n            <h3>Lower exposure when a product underperforms<\/h3>\n            <p>A weak-selling design does not automatically leave the business with boxes of finished merchandise. The listing can be adjusted, paused or removed without first clearing a large stock position.<\/p>\n          <\/div>\n          <div class=\"pl-card\">\n            <h3>Faster response to demand<\/h3>\n            <p>Brands can add products, respond to trends and replenish successful items without waiting for a full seasonal manufacturing cycle. This makes POD particularly useful for limited collections, creator merchandise, event-based products and rapidly changing online demand.<\/p>\n          <\/div>\n        <\/div>\n      <\/section>\n      <section aria-labelledby=\"hybrid-model\">\n        <h2 id=\"hybrid-model\">POD and bulk production can work together<\/h2>\n        <p>For many established brands, the most efficient solution will be a hybrid production strategy rather than an all-or-nothing choice.<\/p>\n        <p>Predictable bestsellers can still be manufactured in larger quantities when demand is proven and the unit economics justify it.
